Decision:

As part of the devolution of adult skills to EMCCA from Academic Year 2025/26, and following the decision by EMCCA Board on 16 December 2024, this decision:

 

  1. Provides for the allocation of Adult Skills Fund (ASF) and Free Courses for Jobs (FCFJ) funding to grant providers in line with the Strategic Skills Plan (SSP).

 

  1. Sets out the approach to procure additional adult skills provision from the remaining ASF and FCFJ funding, including:

·         Establishing a contract value range from £100,000 to £650,000 per provider;

·         Setting a financial condition that the contract value should not exceed 30% of any organisation’s annual turnover.

 

  1. Approves an EMCCA earnings threshold under which learners are entitled to a fully funded Level 3 within FCFJ.
